No Federation missions in either Niu Hsing or Col 285 Sector YF-M C8-8

A couple of days ago the two Federation factions on both Niu Hsing and Col 285 Sector YF-M C8-8, the Social Niu Hsing League and Indines Commodities, were giving out 10+ missions each instance. But both yesterday and today they offer nothing. Only the Alliance faction in Niu Hsing, the Natural Mehit Liberty Party, is giving anything. The Federation factions dominate in system influence.

The only thing I can think of as possibly causing this is that both factions in both systems are "Current State: None" and recovering from civil unrest. If this is true, how long until the pending states of boom/bust kick in?

I went thru the same thing. It seems you rank up quick to a certain point, then system state becomes "None", missions drop to zero and it will not come back. When I got to that point I went back to Haller City.

See above. Haller City, Barnard's Star [up]. 3 or 4 Federation factions (depending on which station you are in) and lots of data/cargo delivery missions with REP++ and INF++ to the system next door Epsilon Indi and surrounding systems. Large ship friendly, too. Worked my way up to Federation Rear-Admiral and a Corvette, here.

P.S.: If you do not yet have Empire rank, ADITI system is handing out data delivery missions 20+ at a time, easy Imperial rank. Today is Wednesday, over the weekend since Friday I have gone from rank of "None" in the Empire to rank of "Baron", seven (7) levels, in casual play 2-3 hours per day. Seven more levels to King but only five more to Duke and an Imperial Cutter if I want one.

Mission boards containing no missions is an issue that crops up now and then. I have bug reported it as have others. As far as I know, Fd haven't commented on it. That is not to say they are not aware of the issue and trying to fix it in the background - but we don't know.

That said there may be a combination of state effects (or pending or recovering) that determines the nos of missions available. The BGS is so obtuse that there is no easy way of telling.

Although the money is not what it was, if you will consider the outrageous crime of mode switching there are plenty of Fed missions between Ceos and Sothis.
Recently I have just found that mission values are creeping up, there are a few data one's around 35k. I know it is not about money, but for 5 or 6 of my missions I also got alerts while on the way to Sothis offering around 75k per mission to get there in 7 minutes (easy). I fly an Anaconda so keep a Cobra at Ceos so I can land at Sothis Mining (medium pad).

Personally I want to head back to the bubble as I have just started engineering, and by the way I get lots of engineering loot at Ceos.
