For a number of days now I have seen no missions to increase my Federation rank. All I ever see are Federal Invitations for Permits I already have, which I cant accept as they are unobtainable. Does anyone know the best way to increase my rank above Chief Petty Officer? Or am I being persecuted by a bug maybe?

I'll try this.. I'm still stuck with Permit missions I already got - I sided with the Feds because they seem to be the minority party here and I like the underdogs
How is your rep with local factions aligned with the Federation? I changed quite a few to "friendly" or "allied" and the Federation wont stop throwing the Rank missions at me....
i just got the sol missions twice which because i have the sol permit i cannot take... hope this doesn't the process
I kept getting them as well, which i could not accept (i have the Sol permit from the Mercenary pack, same as you). Try completing any "assistance" missions for Federation factions that you do not have at "allied" level.
Ignore the extra Sol pass missions, its just a mission system bug. Has no effect on the actual game.
@OP - You will need to get your local faction reputation higher to get more missions. I myself have a local fed faction rep at a decent level and I am now a midshipman in the federation after a few promotion missions.

So its better to stay in one place doing missions to improve rep with local Fed aligned factions?
Yep. At least in my experience it is. If you can get a local system rep up a few times you seems to automatically qualify for fed missions.
I'm currently a Warrant Officer with Allied Federation reputation, and it's still not clear to me what triggers influence / advancement missions.
On top of that, even though I'm friendly with both the Empire and Alliance, I've not received any missions from either.
The faction system and how it affects rank is clear as mud.

Yeah that's why I joined the feds too many Imperials round here we need to balance it out!
