Newcomer / Intro No Fire Zone around stations

Last night I left a station I was allied with and had an NPC Hauler directly in front of me going really slow. I was right behind them and did a K Warrant scan to find they had a 5500 cred bounty. Followed them until I saw "Leaving No Fire Zone" or something like that in the COMMS panel. I opened up on the hauler and the station immediately fired at me. I eventually left the station behind to pursue the hauler then killed it to get the bounty. I turned around to line up with a hyperspace jump and the station re-opened fire killing me quickly.

Question: Why was I fired on if I was pursuing a legal bounty outside of the station no fire zone?

A KWS doesn't change his status to wanted because he's still not wanted in the system you're in. The KWS finds bounties from the other factions so unless you're in anarchy you still can't attack them without getting your own bounty. In a non-anarchy system it -must- say "wanted" at the left to be able to attack without penalty.

I was in an anarchy system. Thought I'd cause a little of my own. :)

However, if he is not wanted in my area then I can see the logic. Thanks.
