Ships No High Grade Emissions - Civil Unrest - Improvised Components

Hi all,

Feeling like I should raise a ticket also but wondered if anybody else had experienced this.
I am after finding Improvised Components - These should be in Independent/Alliance Systems with a state of Civil Unrest. The last couple of days nearly all of my game time has been spent zipping around the bubble, arriving at a system with civil unrest, scanning the navigation beacon and I haven't found single HGE.
I know I could use the material trader but I want to be able to find G5 Materials, not sacrifice my others and waste time grinding to be able to afford one or two mods.

I am currently in Diaguandri, a high tech system with over 10 million population and still nothing.

Any help would be greatly appreciated. Surely I can find them somewhere.

Yeah, I regularly found that certain HGE's don't spawn in systems that are supposed to generate them, or worse, generate the HGE, but then don't spawn as the type you're looking for and thus don't give you the mats you're after. It's rather infuriating. I don't think I ever found a real fix, other than just check any HGE you see, even ones in totally different systems states under different powers.

After a while I gave up on certain ones and just started going after Imperial Shielding and cross trading it all over. Absolutely maddening grind, but at least that was more consistent.
 
Higher population the more HGEs can spawn
The lower the number of factions in a system the more likely you are to get the controlling faction to spawn a HGE...
But the HGE can be for ANY faction in the sytems not just the controlling faction... So if there are only 5 factions then the HGE can spawn better than if there are 7 factions in the system...
The faction the HGE is for still RNG but the less factions the better the odds...

HGE are RNG on who they are for there not insured to be for a single faction they are RNG..

I get they are RNG but after dropping into systems of high and low pop with different numbers of factions etc and still nothing - maybe the numbers need to be slimmer!? Ha!
