I did mining in Anaconda and moved mined resources to my fleet carrier moored in the same system, then I switched to s-pad hauler to sell all mined output at s-pad settlement offering best prices, I didn't get any merits for transaction :/ Can't the mined material leave the mining vessel to count as merit?

The "is mined" tag is very fragile (surprisingly so, given how resilient things like "system of origin" tagging can be, but those are more recent developments). Transferring the cargo between ships will almost certainly lose it.
Tags will be lost when moved to a carrier. Has been changed with trailblazers I believe.

It's been a thing for years to stop people buying mined commodities from Fleet Carriers and then selling them at CGs.
Okay, but they could be used for merits (source-system-tag) until the Trailblazers patch - that's what I meant, since the question was about not earning merits.
