Hotspots have higher yield concentrations, just like RESs. Go mine a hotspot and verify?

And just because you are mining a hotspot doesn't mean that there aren't laser mineable rocks there.

I've just not had any luck so far finding the thing in the hotspot that is said to be in the hotspot (and this after mining dozens of asteroids in said hotspots).

Well, rings do have composition types.

Bhagui metallic is heavy on platinum, while Sapiety is heavy on... osmium if I recall. Try a different spot!

I think I found a lot of Painite in the hotspots in Bhagui.
