No NPC ships

So I took a kill deserter mission in Ahol and went to the target system to find my prey. Went to Navigation beacon and there were no NPC ships flying around at all. Scanned the nav beacon and no mission marker appeared. Went to the Coriolis starport - no contacts on the way and none in the starport.
What is going on?

In your left hand panel, look to see if the mission updated. Sometimes the details are added to the mission.

No, it hasn't - still says the same thing - Target body - currently unknown - scan required. I have scanned the nav beacon (no npc ships) and honked the system. There is definitely something up here.
