Faction: Li Yong-Rui No option to turn in mission

How am I supposed to turn in this mission? Am I doing something wrong here? I have salvaged enough escape pods, wreckage and black boxes in the same system, have no notoriety and it seems that still have no option to hand in the mission objects to the power contact here.... Any help would be much appreciated

An anarchy faction controls that system, and presumably whatever station you are trying to turn them in at, which suspends search and rescue contact and apparently the PP contact's ability to do so as well. If you have Odyssey, there appears to be some planetary ports controlled by non anarchy factions with search and rescue enabled, perhaps they will work.
