Newcomer / Intro No passenger contracts or missions at a base that had some before??

So, is this a thing that happens? Is it common? Or rare?
I'm at Cayley Station in HIP 80065, and I had been taking Passenger missions out of here the last couple days. Then I log in today and there's none, through any of the factions. No Missions available at all, either. Each of the contacts in the Passenger Lounge and Mission Board say some form of "nothing now, come back later."
How long before they "restock" on Passengers and Missions?

Faction states change, availibility of missions change. There is no given.
I had the luck of playing since the games release. Becoming allied with all factions in different systems, different stations with different economies.
They all tend to give different types.

looking at Inara (and some of the other postings on the forum), that sounds more like a (temporary, usually) hitch in the (conection to) the transaction/mission server. Otherwise, the commies are happy, and none of the other factions has any special state.
