No system map data when I've already visited the system - bug?

I maybe overlooking something obvious, but a system I have visited several times does not allow me access to its system map when I attempt to view it from a nearby system. The system in question is the Kaiwarabak system, and perhaps its relevant that it has I think, just the star itself and the port. Its quite close to the Founder's world system.

I'm bracing myself for a "don't be stooopid!" response, but I should be able to acces the map data, shouldn't I?

The game, sadly, doesn't track systems you have visited. THIS is stupid.

In terms of map availability I still don't know what governs it. It seems the system must be populated and that population may need to surpass a certain threshold.

It only works when docked, not in flight*

*(or so I've been told, I haven't docked for 4 months)

scanning it with a discovery scanner should clear that up no?
