No <<wanted>> for attacking players?

I just got cut off by an player that tried to pirate me. Actually, he cut me off 5 times and could not kill me on 4% health..
But anyway, I managed to get into a cube and repair. Then I headed straight to the NAV beacon to get some bounties, and there he was. I scaned him (and told him he must be the worst pirate ever), but he was clean.

So I wonder, don't you get wanted for attacking clean players? Does this mean I can go around attacking players as I please (if I so choose)?
I don't get this, because if I so much as scratches an AI ship, I get wanted for 200cr and may be killed at a cube..
 
If you were in a Anarchy system, there is no prevailing legal force, therefore no cops and no bounties/fines outside of Stations and their immediate local cops.

I'm not certain, but I think it might also not give other people bounties for attacking you if you've turned off the Report Crimes Against Me option, even in controlled space.
 
No, I was in a federation system, looking for missions for the Sol permit.
And I can't see how he went to an cube and cleaned himself and then arrive to the NAV before me. Though it may be possible, I find it hard to belive.

But it nice to know that I may be free kill in anarchy systems though. Thanks. :)
