I think a player owning a ship that is classed as a navy capital ship, is beyond the scope of what pilots are in elite
Or put another way, Pilots are part of the system, not keepers/controllers/lords of the system. There not meant to be the biggest fish in the pond, and I like this dynamic that Elite has.
