Powerplay Nobody wants my stuff?

I've got a hold full of powerplay stuff: contracts, machinery, etc. but nowhere wants it. Not expansion systems, not unclaimed systems, not even contested systems: though it says that delivering powerplay stuff is a valid action for all of these?

Is this just a bug (it does seem like some of the powerplay features are slow to update) or am I missing something?

Interesting, I've seen reports on Discord of people selling stuff and not getting merits too.

I wonder if there is a bug in the weekly PP2 cycle?

1) Read the commodity descriptions. They will tell you what type of system they are for. And read the dialog you took them from.
2) There is a well hidden view (Strategic View) that shows you systems you can take things to on the Galmap. There is a range to where you can drop off but this means you don't need to worry what it is

3) Might be broken as well. But that is worth a go

I had a few PP commodities and data that I couldn't offload, and couldn't understand what I was meant to do with them, so in the end just sold them at the bar. At least it got them out of my PP list.

Power contacts in your friendly systems should take the settlement data and goods - at least, I haven't found ones they won't yet.

So collect them from acquisition/undermining systems, hand them in to your own systems.

The stuff I had came from a reinforcing system where the weekly task sent me to download data. While I was there I downloaded one or two other bits of data and a few things from a power play container. It was those that I couldn't offload, and I did try both allied and hostile systems nearby before giving up and selling them at the bar.

The activity for those items is the "Retrieve specific goods" one I think. From the info in the Pilots' Handbook, that activity is only applicable for retrieving from acquisition and undermining systems and handing in to reinforcement, as per Ian Doncaster's comment above.
