Since the 3.2 patch it appears that the only NHSS threat level is now 5. cannot find any threat level 2,3,4,6,7 or 8. Is this "working as intended" or has the idea of different ship encounters depending on threat level just been replaced with one RNG encounter?

Yes I know and had already joined the confirmation of this bug, as it initially shows only one system when in actual fact this affects the whole game with same threat levels being bound to a system, 5 in some 6 in others etc, it didn't seem to be repeating the same thread but pointing out it is a bigger problem than first reported.
