Non-inhabited systems & non-exploration occupation types

I was thinking this morning, about the Powerplay features and the new RES mechanics. But that led me to thinking about the non-player inhabited systems again.

I feel like the largest piece of gameplay, that hasn't been utilized is having unique experiences in the non-inhabited star systems, for non-exploration occupations.

There is a HUGE majority of star systems out there, and they are dedicated to explorers. I think Exploration is awesome, and stands to still be the most unique thing about Elite, and the thing I'm happiest about that is in the game.

But there are a lot of star systems out there, and I was thinking...

MAIN POINT: ...seems like a missed opportunity to have unique gameplay in the distant non-inhabited star systems. Like super super pristine reserves for an RES. Or bounty hunting mission to track down a pirate in some 200Ly or 500Ly away system. All more rewarding than the similar activities when in the inhabited systems, for the time investment.
