Newcomer / Intro Non-wanted targets are showing as aggressive

I've taken up bounty hunting by the nav points. Sometimes ships will fly in and show as aggressive (red) without having any bounty. I was just wondering if this is a bug or if these ships have stolen cargo and maybe were scanned down by the cops. I shot one and got a bounty at one point.
 
Red means aggressive to you. It means they don't like you. They'll belong to the same faction as the other ships you've been shooting. You can see which faction a ship belongs to in the target pannel on the left when you've got a ship locked and after the initial forward scan has been completed. Get used to checking this. It'll help you get your head round which presences are in the local area and how they're interacting.

All ships are spawned by factions, each system will have several factions, one of them the dominant faction for that system (you can check this info on the right hand panel). the government type and jurisdiction of the system is the government type and allegiance (Federation, Empire, Alliance or Independent) of the dominant faction. (For example, anarchy systems have a dominant pirate faction which are always anarchy based). When you attack ships, you're attacking a faction as well as just a ship. If you make them angry by killing their members, they won't like you. That's what you're seeing happening.

Get used to checking the list of factions in a system (right panel, first tab, go right on the dub tab a few times) and also their influence weightings/alignments/allegiences. A large part of gameplay is being able to effect these sysem stats by doing missions for a given faction, increasing their influence on the system, as well as triggering system 'states' (things such as civil war, lock down, famine, market boom e.t.c.)
