Split second pauses are common, I get them on 3 different machines at the same exact times. When loading the final parse of a planet's skin on approach, sometimes in combat the first time you get within 100m or so, and when quickly changing direction in supercruise (rarely). I've always believed that at certain times there's enough going on that loading the final largest textures of a scene causes a tiny pause. This even happens on my monster rig, as well as a gaming laptop and an older desktop. All windows 10. If there is a solution, that'd be great, cos I've always accepted it.
