Newcomer / Intro (noob question)why do some systems already have the system map available and most others don't?

Hi, sometimes when I'm exploring the galaxy map I find that some systems already have their full system map and I was wondering why.
is it just a case of everybody starts the game with 'x' number of system maps pre-explored?
I'm not sure but I think all of the systems that I have that were pre-mapped belonged to the federation, is this true?

It might be worth scanning an already mapped system with an advanced system scanner but I doubt it.

You can't scan things that are already identified (well you can but it would be pointless) :)
 
It does seem to be linked vaguely to population/importance... Generally just as with maps on a sat-nav, your ship's computer comes pre-loaded with some maps but some must be purchased yourself... or you can visit the system and see what's there.

I find it slightly odd that when your system map has certain celestial bodies missing from it, they stay missing until you have either scanned them, or bought the map off UC... even if you've seen the thing with your own two eyes if you don't have a scanner your ship's computer won't know it exists.
 
If another player scans a star, does that star become unavailable for me to scan or does everyone get a shot at scanning every star/planet etc...?
