Powerplay noob questions about powerplay

First off, I am not a power player... At least, not officially. I did pledge allegiance to a power though as i thought it would be cool and it seemed the main focus of the game. I am an explorer, trader and i have done some mining recently, not a sinlge bit of powerplaying in me. I hate combat anyway.

Now, i am carrying 116 tonnes of valuable cargo to a system under Aisling Duval, the power i pledged to, its the main system of the region i guess(whatever you want to call it). Right, no problem, done that a dozen time now. This time i get interticted by another player right before i can drop, a cmdr. First time that ever happened to me btw, can aim for the escape vector all i want but you get trapped, no escape.
I run, he asks in chat why i am running but i feared he was a pirate so i never replied(why interdict me?). Back in supercruise I am again nearly at the station and again i get interdicted. No escape so my ship drops. 2 players this time. I ask them why they interdicted me, they were not attacking me or scanned me... They said they just want me to not reinforce this system.... I know what thats about so i assure them i have no intention of doing that as i am just trading and don't powerplay. Now they say they want me to drop 10 tonnes of cargo... ? I refuse, they destroy my ship and cargo(probably got most of it right now)... Cost me 2 million in total.

Question: Is this allowed? Can players just destroy you because you are pledged? They were displayed as "enemy" simply because they pledge to another power? If thats the case i unpledge right this instant.

I figure its not allowed to demand cargo from someone as a toll for safe passage... right? Thats just blackmail. Should i report him? i got his name written down, tough only him and not the other one. Oh how i want to go back with some escorts and teach them a lesson.
 
Yes, it's allowed in the context of Power Play. If you are pledged to Aisling and they are pledged to another power, they can attack you in your control system. They would get 30 merits each for destroying your ship. That's how the other power undermines the control system. They will get wanted in the system for shooting you, but that's just a part of undermining.

The demanding cargo bit is not really part of PowerPlay, just something the commanders were trying to do. And yes, completely allowed in Open play. No point reporting it, as Frontier consider it a legitimate way to play the game.

Edit: forgot to add, if you're not getting any benefit from being pledged to Aisling through her bonuses or PP modules, then I would just unpledge and carry on the way you've been playing. No need to be aligned with a power unless you're actively participating. PP is supposed to be just another area to focus on if you want to, not a necessary component.

extortion is allowed? Wow, i'm unpledging straight away. I didn't know the powers were mob bosses and the players made men. What if they would be extorting me without me being pledged to any power? Is that a reportable offence?

You have a few options if you don't find that type of gameplay welcome or exciting. You can play private group or solo mode. These are exactly the same galaxy, the modes just determine what other human commanders you see. Mobius is a very popular private group for players who want some interaction, but don't want PvP.

If you want to stay in open, piracy is a valid profession. One thing you can do is plan a route to another system. Then if you get inderdicted, you can jump to the other system and mass lock won't apply.

You could also join a wing and trade with others for some protection. Basically, if you're trading in Open, you need a strategy to either comply with the pirates, be able to fight back, or be able to escape.
 
I had two NPCs attack Int me together today using similar tactic. No matter the mode, Elite is never completely safe.
Some Ints can be avoided if you know the signs. There are strategies for avoidance, running, escaping, fighting...
There seems fewer options for negotiation (if any.) I agree being pledged increases your enemies no matter the mode.

1. Being pledged to a PP Faction will increase your rate of Interdictions by NPC's from Enemy Factions.

2. Being Pledged to a PP Faction may increase your risk of being Interdicted by other Cmdr's if you play in Open or on a PvP Private Group.

3. Piracy is a valid form of playing the game (Interdicting you and demanding a portion of your cargo in exchange for not killing you)
3a. The only way to avoid Player Pirates is to play in Solo Mode or in a PvE Private Group.


If you are not engaging in Power Play, I would recommend not pledging to any of the powers and remaining a "Lone Wolf". You will set Interdicted by NPC's in any of the Game Modes (Open/Private/Solo) but the rate at which that happens drops considerably.

As long as you play a mode that allows or encourages PvP (Open or PvP Private Groups), you are subject to being Interdicted at any time, for any reason, by another Cmdr (Player), who can Pirate/Extort your cargo, or kill you on sight.
