Not currently subscribed to system chat?

I wonder if two or more CMDR's have to be in the same system for system chat to work, maybe, idk...

I think local requires 2 or more but system is what the game uses. Like when an NPC says finally found you. The rumor is true...

this happens to m al the time. cant figure out if it's a mechanic i dont understand, or just a bug

I'm still getting this issue now. It only started a week ago too. Now it happens all the time.
