Ships Not enough power but only when not in Super Cruise...

I was goofing around in my Sidewinder, flitting about to swap parts, and came upon a rather strange situation. When I'm in super cruise, everything works as expected. When i drop out of super cruise, most of the ship shuts down because there isn't enough power. What is turning off and on when I jump into and out of super cruise? Then I pulled into the shop, and checked the power...

Power Plant is producing 9.60
Retracted Draw is 10.72
But the blue line does not reach what I assume to be the threshold mark even though the numbers that display are correct.

Am I missing something about how this works or is this a bug?

In the right hand panel, on the modules tab, what do you have set for module priorities.
When in SC you don't use thrusters, so potentially they are shutting down.
While you're in SC and normal space check the modules tab to see what modules have shut down.

As a rule of thumb the priorities for most of my ships are:

Priority 1 - Thrusters, FSD, scanner and Heatsinks
Priority 2 - Weapons
Priority 3 - Shield
Priority 4 - Shield Boosters
Priority 5 - Fuel scoop, SRV hanger, limpet controllers and other non important modules that won't be in use while being attacked and trying to escape
 
If you happened to be on Inara you could dump your ship loadout out to EDSY (from the COMMANDER/Fleet screen).
Then you can share that build here for us all to take a look at.

Pretty sure that is a display misinterpretation.
You need 10.72 kW retracted, and have only 9.6. The bar is strange. Can't verify myself right now but you need more juice. Also what Snuffler says.
