Engineers Not receiving bounty vouchers in Wolf 391?

Ok im not a total noob but;

For engineer Tod Mquinn in system Wolf 391 i am required to bring him 100 000 credits worth of bounty vouchers.

So in a system quite far away near the start i aquire a total of 88000 and think ok i will now travel to the engineers system and collect the rest there. But,

I have been to the nav point in the engineers system and killed 3 wanted ships but received 0 bounty vouchers.

Am i missing something or is this a bug perhaps?

Any info would be greatly appreciated!

So i just checked and its Alliance, Democracy

Its not an Anarchy system, and i went to the system next to it and the same thing happened at the nav point there??
