ok, so i went to an opposing system where it is completely under the control of an opposing power. It said under the contacts and power contacts in that system that i could undermine by killing federal couriers. so i did that for hours. when i went back to my system that is controlled by my power, theres nowhere in the contacts that says i can turn anything in. am i doing wrong?
