Not sure if this is a bug. Unpayable bounty

Due to pilot error, definitely not caused by drinking and flying, I managed to get destroyed by a station for trespassing. Anyhoo, I flew back to the system and paid off the fine then flew away to go do some bounty hunting. Looking at my status screen I see I have a 500cr dormant bounty and 400cr dormant fine. Strange, but I plod back to my usual stomping grounds, dock at a station then SC off to the nearby RES. Upon entering the instance I am scanned, only to come up as wanted (which wasn't showing before the scan btw) and have the local police open up on me. Curses. So I fly off to a nearby outpost hoping to pay off my bounty but have no outstanding fines or bounties to pay off but am wanted by the Feds and all the local fed factions.

Now is that a bug or am I missing something? I've tried going back to the station I trespassed at but there are no fines or bounties there and nothing showing in my transaction tab. Any help would be appreciated.

It is intentional. Any fines/bounties that you had when you died became dormant as all authorities now think you are dead from a lore point of view. If scanned by the authority that issued that fine/bounty they will go "oooh, we forgot about that because we though you were dead" and it will become active again (same if you get caught committing a new crime). No other authority can see the fine/bounty regardless of how they scan you but I am fairly sure they find out about the dormant fine if they log a new crime against you too.
