Having nothing to spend money on is probably a matter of opinion (of play style choice).
If you play like me and explore a lot, and ship, ships to Jacques (some costing 300mill+ to ship), then there is plenty to spend money on (nice to see exploration will get a buff, maybe I will have to much cash in time ).
Also, If you are willing to play in open, and find some Pvp and not combat log (e.g, putting your insurance cost up as a risk), its easy to waste cash in a big ship.
I do wonder if the people complaining about not having anything to spend cash on, have used some of the games less savory methods (mass mission stacking/game state switching, Quince and scanning mission). Then they get the ranks and ship they want, and don't want to use them for anything (maybe to pose)
So then they sit there waiting for the next big asset to buy. Sure, that's kinda a valid player style, but there is already a lot to buy (and more in time), but if you gonna rush though it, dedicate your game play to fastest cash, and maybe use exploits, what do you expect.

what I am wondering, based on what I see coming and hope is coming:
I wonder if people will complain about hull repair cost, due to shield issue, even when they have more than they can spend (and if you really haven't got the cash, your playing with a ship that is to big for your bank)... also, not sure big ship have found there feet in elite yet, maybe when aliens?
Talking about aliens, if areas are available with challenges that are not a sure win... maybe even only 50/50 or even only 25%, are people with all the cash going to risk there big ships (probably if the cash is guaranteed, e.g, medico skills can pay the bills, but not at 25%)
with 19w and 4d play time at the time of this transmition, i still have a lot of stuff i need to save up for.
I have tried Bounty hunting, powerplay, trading, exploration (mainly) and never really gone over 1 billion in assets (lot less in cash,but i don't need the cash, so why power-farm it), as I spend my cash on maxing out different ships, Shipping some over to Jacques... even ship some around the bubble (going around in my anaconda and visiting engineers, then calling the ships to the ones they need. safe time and effort, but costly).
Seems there are lots of ways to spend cash, but maybe not what everyone wants (as they hoard and only want assets for cash... not services to spend cash on...so base rental may be a flop!).
I just wonder if people where not just going for the fastest cash, and trying out other parts of the game...
would they spend more?
Would they have less money in the first place, because they didn't power mine cash?
Is having more stuff to spend cash on needed?
Do people with lots of cash just want bigger things to by (stations, ship, weapons)? or would rebalancing costs (maybe at higher end stuff, cost more
), adding more services to sink cash be okay with them?
See, if its just more things you want, when you say there is to much cash... you may not get what you want as a result. and then the complaints hit (E.g. upcoming changes to mission)
