If you have been attacked by CMDT NA'QAN and you want to take revenge,

First of all, she is her fighting tactic of the moment:

It attacks with a Keelback WITHOUT shield but with a hull that is probably reinforced against thermal weapons (laser).

Its Keelback is equipped as follows: 4 points with headed missiles, and a fighter that it sends at the beginning of the combat (to compensate for its lack of thermal weapons). Its missiles are probably modified by the engineers.
It targets the modules and mainly the engines in order to immobilize its target.

Here's how to defeat him or put him to flight:

Primordial: install a defense point on your ship, this will reduce its missiles to silence (or at least a part)

Since its Kellback is devoid of shield, attack it with kinetic weapons (cannon, multi-cannon, fragmentation gun, plasma accelerator)

Occupy yourself with his fighter first or if you are protect enough you can ignore him and focus your assaults on him.

Do not leave him the opportunity to distance yourself, stick it as much as possible because as soon as it goes bad for him, he takes to flight, and his keelback is fast.

You are missing vital info there.

The fighter has multi canons and is there to finish your hull.
The "lack of thermals" is compensated with reverberating cascade torpedoes. They will destroy your shield module. However he often fires missiles first to check your point defence and reaction since the torpedoes cannot be synthesised.

As long as you can keep your shields you may not want to waste your time with the untrained fighter. And avoid ramming unless you are heavier and tankier.

I'm sure he's looking forward to a challenge. :)

Just registered so I could respond to this ...

Got me in Nanoman returning to Hahn Gateway after a beer run for one of the local factions. I was kitted out for trading and had minimal shielding when this fool appeared on my six with the usual "Blah blah, I'm Imperial and Hudson sucks, Die etc etc" copy pasta.

My question is this: As soon as I submitted to the interdiction, my thrusters were completely disabled. Just instantly. I didn't even have a chance to deploy hardpoints, and I have no idea what I was hit with. My shield was still up at that point, and as soon as the thrusters came back online I low-waked out in a panic, only to get caught again (surprise surprise) where the exact same thing happened. We drop out of our SC, my thrusters are immediately offline, and I'm just sitting there soaking up weapons fire as he's blasting at me with impunity. I finally gave up trying to run and started to shoot back, but it was already over at that point. I managed to get him down to 67% hull at least before I was blowed up, which I felt not too bad about (given the lopsided engagement, and the fact I never really PvP).

I thought it was an exploit at first, but maybe he just engineered some crazy effect on something I'm not aware of or he hit me with something and I just didn't catch it due to lag? He came out of SC right in front of me the second time, which I thought he wasn't supposed to do in an interdiction, so maybe I'm just missing something. I'd feel a lot better if I had a clue what he used, so at least I could look at countering it in the future.

Anyway, typical Imperial scum. Dirty tricks and picking on (mostly) defenseless traders, they fight without honor.

And seriously, any ideas he's using for this? If I happen to catch him roaming around Nanomam while I'm in my Vulture, I'd like the chance to return the favor (or more likely blow up in a gloriously vain attempt at vengeance, but hey, I can afford the rebuy)

Sounds to me that you might have a power management issue there. Na'Qan isn't your run of the mill pvper. He is highly skilled in Combat and loves to use armor/stealth builds. Like they said in the movie "The only way to catch a mopar is with another mopar". His weakness is another loadout like his (armor cold/silent running) with emmissive rounds and drag missiles. Also be wary of missile lock on from him as he usually carries 4 reverb cascade torps which will kill your shields on your vulture. He tends to also use turreted beams and chaff has little effect on them. I am going to start hunting him soon just have to finish modifying my stealth builds myself. 07
 
I was in my AspX, which was configured for hauling cargo. In that configuration I'm not pulling even 80% power with everything deployed. No armor, minimal shielding, everything ripped out and replaced with cargo holds. I definitely wasn't kitted for combat beyond the odd NPC sidewinder or eagle that would try to interdict.

Whatever it was, it cut right through my shield and just instantly disabled my thrusters. They rebooted on their own (in my panic I didn't think to reboot/repair the module), so I'm pretty sure they weren't destroyed.

Anyway, yeah, it seemed like a cheap gimmick to me, whatever it was. I guess "all is fair in war" and all that, but it felt like a ganking to me. I probably still would have lost in a "fair" dog fight, but at least give me a chance to fight back.
