Have an Empire Bounty of 5,800, Notoriety = 0.
I'm on a planetary base, HIP 7386 parked at Albitzky Relay, that's Empire patronage and the bounty is still red.

Something else I need to do?

Ignore - just did a logoff/logonski - can pay it now.

Try logging off, log on again and wait a few minutes. That did the trick for me. If it doesn't help, try the nearest Interstellar Factors.
