Are you absolutely kidding me?

The last thing illegal missions need is even more disincentive to actually do them.

You might as well just remove crime as a player option from the game altogether if you're going to go down that route.
If you find it that much of a problem, maybe you should reconsider your choices.

I quit playing when they gave console the indefinite finger. Maybe you should go push your rebuttals elsewhere. I know my opinions. I'm not some simp simple fool who needs to be told what to think
 
You are aware the fact that massacre missions done with ships not generating notoriety might be wrong? (design or not)

It certainly feels weird to have one murder not giving notoriety (because mission target) and the next murder to give notoriety.

Well, crime is crime - and the penalty should be consistent
Whoever wants to commit crime can still do it - but they have to deal with the consequences or live in an Anarchy system full time.
