Notoriety and ATR Response

There's a question I have regarding notoriety.

FD states that a player will attract the attention of ATR when a player's notoriety gets too high.

What is too high?

Notoriety, from what I have been told, is scaled up from 1 to 10. Recently, I observed an ATR response of 10 seconds or less at notoriety 3. Pretty quick response for a 30% notorious if 1 to 10 is the scale.

At notoriety 4, ATR is THERE. I so it appears that anything higher than 3 guarantees a response of less than or equal to 10 seconds.

That seems to be completely unbalanced. So basically the notoriety levels past 3-4 is just a guide of how much time you have to waste being idle before it goes down.

Is this the norm for others as well?
 
They don't respond/attack unless you are actively committing a crime.

My question was to the FD description of a "high" that triggers the ATR. Is notoriety 4 high? It sure seems that way. So 5 through 10 have no scale to them from what I've seen.
