the over whelming vast majority of Noterity is caused by one's ability to utilized efficent "TRIGGER CONTROL". FDEV eariler this year, upgraded "Friendly Fire" a wee bit. Where as it use to take buy one misplaced shot, it now takes a small percentage more. Thus anyone getting any Noterity has hit an unintended target more than once.

My notoriety won't go down after being blown up and sent to detention center. What gives?
each point of Notoriety takes one (1) in game hour to decay.
Edit: actually two (2) hours of in game time for every one (1) point of Notoriety.

Yup, it's called a timer, 1 unit of notoriety per hour, even if you get blown up. (ninja'd)

i found after about the hr login/out workrd for me but im pc ,though shouldnt make a differnce
I was of the understanding that it takes 2 hours to clear each notoriety point. When I incurred a single notoriety point last week (PC) I’m sure it was still there after an hour. I therefore left the game minimised for two hours and found it had cleared.
you're right. it is two (2) hours for every one (1) point of notoriety.
