I like the idea of notoriety being a multiplier in the game but I find the proposed time decay system of per hour in game could be improved and more realistic.
What about if the notoriety can be lowered by allied factions and cleared by a "controlling" allied faction.. This can help mitigate having to not play the game if you somehow have no spare clean ships, low credits (insurance risk) with high notoriety yet somehow, you are innocent of your crimes (maybe...caught up in factional warfare). You will still need to access your allied faction from somewhere where you are not banned from docking to contact them or use the favor through the mission board. In fact it could be part of a mission reward.
My idea is if you want to decrease your high notoriety (eg. L3+) then you also can get a faction of allied status to lower your notoriety level by using up your rep points with them.
IF you want it completely cleared then you will have to use a controlling faction that you are allied with.
By factions doing that favor for you, the penalty is, it will make your rep with the faction go way down to neutral or even hostile (cleaning notoriety pulls too many strings) and may require a lowered rep gain to bring it back to allied status( the faction disowned you after the favor). This will make pilots want to be allied to a faction for its usefulness.
The result may be, is that crime play will still be a good part of earning credits from illegal missions and not overly discouraging for pilots who are not so wealthy or just starting out. It could be a good tactic for those who simply like illegal missions.
Wanted criminals will still have encouragement to play the game and do constant missions for factions to help mitigate authority ATR's getting triggered.)
If implemented, I would estimate that its effects may result in this:
Effects on BGS gameplay : Higher BGS volatility. I think it is possible that it will increase but it may make criminals seek other systems to get controlling factions to get allied status from. It is possible that the criminal gamer will eventually go further and further away to find control factions to get allied with.
Effects on beginner CMDRs: New players can still use illegal means as a way to gain credits with less risk to their insurance if they keep notoriety low. Also encourages more travel and game play as they will be forced to keep finding controlling factions that they can increase rep with.
Effect on experienced CMDRs: More options. More encouragement to ally to controlling factions. More BGS battle.
Effect on Griefers: Decreased options of income from allied factions that pay out high credits if you use their own allied faction to decrease notoriety. They can use control factions outside their turf but will need to nurse their favorite faction. Also be kept occupied playing the game instead of griefing.
Effect on PVP: Not sure. Just another means to clear notoriety.
Effect on Piracy: Work on your factional reps for a cheaper fix against authority ATR threat. You will probably have to keep moving on though.
