Does this mean what I think it means? Murder by ramming is ok? Or does it only apply when NPC's or players ram me and not the other way around?

You would still get the Wanted status, just not the Notoriety. Seems its too easy for this "accident" to happen, and locking innocent people out of cleaning their ship for hours is a whip too far.

Yes and they said they are looking in different directions to combat ramming and station issues. You still get wanted and bounties just like before, so it's not a get away free thing anymore. And this is most likely because npcs are just stupid in the big stations. Apparently only CMDRS have to give way to traffic, no one else in the universe does. Lol
