So instead of one point dropped per hour. Imagine if your notoriety value itself dictated the number of hours for it to drop by 1.
So with a notoriety of 4...
It would take 4 hours to drop by 1 (to 3).
It would then take 3 hours to drop by 1 (to 2).
It would then take 2 hours to drop by 1 (to 1).
It would then take 1 hours to drop by 1 (to 0).
While this still doesn't seem long enough periods IMHO, this is more the sort of behaviour I'd imagine as it at reflects attempts to take habitual behaviour into account.
ps: And/or, I'd suggest there's possible merit in the notion of your Notoriety even going up exponentially. eg: Doubling on each "murder".
