FWIW, I used to be wary of getting notoriety until I learnt that in practice it's of little consequence. It was somewhat an eye opener and liberating in as much as now I can murder wherever I want, and not just pick on poor anarchists that are very useful to us in various ways.

I have recently tested that if you have notoriety already, crimes that don't accrue it (such as killing mission targets) don't sting you for the bounty multiplier so it's only 5k a kill. So go ahead and do some massacre missions it's fine.
