I dont see the problem. They have 167.4m² out of needed 230m². The Social Welfare percentage is not exactly related to the percentage of needed space, but more an indicator of how much the animal itself get affected in this moment by the missing space. This percentage can even fluctuate with "how the animal feels".
 
The "Terrain 100%" means that your animal is completly fine with your choice of terrain composition...
it is just not enough there of it.

That been said, the needed space things seems to be quite... fluid.

My crocodile needed 210m land and 210m water.
I added 1 of them and the amount doubled.
Thats not always the case.
Warthogs was fine with their shown number of space until they became 5 or 6 iirr.

My 3 hippos got 1000m land and 1000m water and was happy about it.
Then they had 1 offspring and suddenly demanded 2000m land and 2000m water.

Maybe there is a formular for each animal, but it is beyond my poor little wolfbrain.
I guess it is always a good advice to plan double the amount of space the game shows you as needed.

I literally just had this problem, a quick trip to quarantine and back made it okay... I knew something was up when 3 of the 4 tigers were happy and the 4th wasn't...

Might be worth reporting as a bug...
 
There is indeed a bug when single animals have "space issues".

I had it from time to time, that an animals was stucked and showed that it hasn't zero space.
To stuff it in a box and move it a little around in the same habitat solved that problem.
