NPC comments in chat

Or open it up to player configuration; many cmders already use third party programs to track their journals and download/upload data. What if more NPC lines were loaded from a simple text file?
For example, you have the base set that the game loads, and then an extra set that comes from a text file on your system. You could edit them yourself if you really wanted, or get a third party program to update them from some crowd-sourced repo every month or week. Frontier could take it further with rules or extra specifications, like system, faction, ship type, etc.
You could get some pretty cool stuff this way, like NPCs talking about the plague in their system, or the skirmish between two factions at a station nearby. Or even custom Powerplay related things.

I just want them to bring back the ability to hide "Local" again.
