Maybe they should add some more realistic lines. For example

"Please stop. I just bought this Asp and cant afford the insurance!"

All NPC comms should be generated by a chatbot AI server with multiple personalities for each NPC pilot type. These AI have basic Elite lore programmed in yet also learn from events around them and commander interaction. They should be rendered with different sounding voices, speech speeds etc so they don't all sound the same.

Feed the AI bots Gal Net News and facts or lies and behold NPCs have life as they develop their own ideas. It would be good if the character style could influence pilots flying style. Aggressive talkers walk the walk etc.

The AI should be programmed to initiate conversation and lead it then close it, this is to stop comms rambling on and becoming dull.

Maybe as AI for pilots developed, commanders could persuade NPCs to stop shooting at them by comms alone. Or just bribe them.

AI technology has advanced and bringing Elite NPCs to life should not be difficult.

My favourites are the one's that scan you, see an empty cargo hold, and then say "How do you fools make a living?". I generally demonstrate to them very thoroughly exactly how I make a living.
 
There is certainly an opportunity for more work to be done in this area. Definitely like the idea of giving NPCs different personality traits where their reactions and speech are based on the individual way they respond to situations, based on their personality type.

even if they can't add bots/personalities etc. to the coding

surely another 20 versions of each different line wouldn't take much effort, and would add to the experience.
