I noticed that my NPC crew member is stuck on 100% deadly. Is this because I'm not Elite on my commander yet? Wondering if NPC pilots can't outrank you in combat rank.

npc crew will out rank you.why its stuck in deadly ive no idea ,it shouldnt happen,but its a rank youre npc should be good enough

I logged into horizons and it shows another percentage way below. I think it's just showing 100% but not actually there...

This is likely true. Also, once your guy gets to Deadly, only ships that are Deadly or Elite will give experience (same as with players). So it's gonna slow down.

My npc got elite eventually, it just takes a lot

if you still have the issue, check if in horizons the rank is still going up. In my case in horizons is going up. So, in odyssey we may have simply an display issue (like with "days active").
