So I keep randomly running into ships floating in space. There's a couple in Durius under one of the planet's rings. Instead of the usual USS, this one said "seeking weapons" instead of "unidentified signal source". But I have no idea how to buy or sell or even talk to these vendors. How do you interact with npcs?

I see a guy named Technology Acquisitions far too often whilst checking out unidentified signal sources. I have no idea how to interact with him even though he's offering "the best prices for the right tech".
If you have the right goods in your hold, you get to trade, past that, they fly around and just waste your time.
Just flying close to them (with the right cargo in your hold) seems to work.
The NPC just takes the cargo from your hold automatically and a message about your payment flashes up.
I'm suspicious about how profitable they are but sure someone else could tell you that.
