NPC dropped a pharmaceutical isolator when I killed it!!!!!!

I think the HGEs might be buffed too.
I collected 10 Pharmaceutical Isolators and 9 Military Grade Alloys yesterday. I guess what, it only took me like 15 minutes and 2 HGEs.

Could be pure luck though.

However the system state is Boom, and none of the factions are at war within the system (some faction elections seem to be going on). So perhaps these rare drops might be based on the engineering the NPC's have?

I was mining in a haz res and some pirate anaconda came over to me and demanded some cargo, I told him to scram and long story short he ended up dead. Another smaller pirate attacked me, so I started moving away from the center of the res while my SLF killed him, and that's when I realized all my limpets were committing sudoku trying to get the mats the anaconda dropped and flying out of max range because of it. So I turned around to see if there was anything worthwhile there, and that's when I saw this.

I got Imperial Shielding off a few ships earlier as well.

The crazy thing is it was in a Fed-controlled system.

Have to say the npc Anaconda I fought was doing some fancy flying so maybe it was running with dirty drives, so by design then. Stands to reason npc's with engineered ships could drop mats used in their upgraded modules.
