I've had a few NPCs broadcasting their desire for safer environs to any and all that will listen. Nice touch 
I had "why are you scanning me?" when they were being scanned near a station
It's the little bits that will give the game life, it doesn't have to be fully blown conversations just little bits
Honestly this is what Freelancer and X2 had that I feel is missing from Elite Dangerous. Yeah by stations you can hear what Closed Captioning would probably call **Indistinct Radio Chatter** in those games you could actually hear conversations and actually feel like you were part of a larger living/breathing universe. By that respect Elite is not at the same level.

I saw so many NPC's mentioning weddings and frequencies in supercruise that I went exploring for the second time in my career, when I'd vowed never to do it again. Now I'm 1000 light years out and can't face the return journey. I'd rather they said nothing than saying the same things over and over again.
