Well, the thing I read from this is, that, for being an Expert, their landing skills are crap.

Interesting. Haven't seen this myself, yet. Did you see him landing or did you discover him already sitting there? Did he send any text messages?
There was a blue POI circle which I presume was actually the wreck - when I dropped lower the ship appeared on the scanner as a normal NPC ship, already landed. Looked dead but the lights were on and it took off as soon as I shot it. Scanning revealed nothing and no messages either.
I've seen two of these since 2.2 arrived. Once near a POI I was trying to find, as I approached it was obvious the ship was landed. In fact a change in LOD of the landscape caused it to be half buried for a moment before it popped up a bit higher. It definitely spawned as landed. The second time was right next to a mining installation with an AA turret. Looks like a new feature to make these sites a little harder to loot.
Viper MkIII, marked as system defence force in an uninhabited system. There was a POI nearby but I was in a hurry to leave and didn't stay to find it...
Approached a POI that I hadn't even noticed until I was over it, a mining station with AA turret. NPC Eagle, again tagged as system defence force spawned in landed position right next to it as I approached...

Been playing for a long time now. All solo time except for a leg up by fuel rats.
Ever since Horizons I have encountered NPCs all the time on planets. 2.2 has now given us the feds doing carer duties at POIs.
I have even had NPC SRVs around.
People say it should not be, and this never happened before, but take it from a solo artist (hehe) that NPCs will pop up anywhere. Even in faraway unexplored systems.

I've played solo from day one and have never seen landed NPC guarding sites until 2.2, if they have been in before this then maybe they tweaked something as I'm seeing them regularly now. Not aware they added NPC SRV, they did say they were not going to do that.
I've seen NPC flying around in remote areas not near star ports since 2.1. In populated systems in is now common to see NPC ships wandering across the surface of planets. Had a number of low altitude battles with pirates. Another one is being attacked in your SRV by NPC ships, I've had that once in the middle of nowhere from a system security viper when I had a bounty on my head. The landed thing is new to me.
Saw it in 2.2 beta, its new.

I was canyon running on Charon last night in a fighter, came up over a rise and a Federal Security force Viper was sitting on the moon, doing what I have NO idea but it startled the crap out of me. Watched him for a bit but nothing happened so I continued angering my pilot in the mother ship by pushing that 30km range on her
I found a landed Vulture about 2km from a port last night. Tried to steal it, wouldn't let me board

When I was at the archeological site recently discovered, I checked out some of the other planets in the area. I came across a crash site with six escape pods but also found an NPC ship nearby. On the ground, no SRV anywhere, just sitting there. I didn't take a shot at it, no SRV bay opened, etc. Perhaps NPC's take naps on the ground or he/she was using the head.
BTW, this was in open.
