NPC persistence - AI promotion (Lave Radip Podcast)

Was just listening to the Lave Radio podcast (http://laveradio.com/) and around 30 minutes in they start talking about 'AI promotion', now so far I have to say I thought NPC's were just RNG generated on demand, but they were saying that this AI promotion which was part of the DDF, IS IN game. For example, an NPC in combat with me (who may have just come into existance) but FSD's away, now exists and could be seen again, and has become an entity in game, presumably until killed. Now the question is, does anyone think this is correct and it is in game and working? Anyone got an example or experience?

I hope it is, it would be evidence to me that there is hope :) Would be great if there was some proof or dev confirmation. Now this is the same crew who didn't know for sure that the newly added Jaques station doesnt do anything other than change location on a server restart, or at least they were pretty confused about it, but I'm not willing to condemn them for that :)
 
It's not correct. Yeah they can FSD away and you can follow them to other systems but that's because they exist locally on your computer. Your PC is the brain of some of the NPCs and all players in open control a few of them. They don't do anything, they fly random patterns doing random things. There's no server side database of living and dead NPCs.

this is exactly what I thought and mostly these forums back that up, do you have anything to reference that confirms or coroborates that?
