NPC Piracy Payouts

Changing economy of the target system changes the clean Items that are delivered to system..
Population count changes how many ships are going to hit that system with high price items... this lowers the wait time for the high price items...
When you combine that with Anarchy controlled station you change the drop table of items that can be stolen with no risk... Each economy changes what you can steal as they are delivering legal sale items not just illegal or smugglers...
There is no requirement to sell were you steal from... If you use a high jump range anaconda You sell any were... use cutter and you don't have to sell untill after the T7/T9 shows up normaly...

Traders will run now, they don't want to fight any more , that old action was changed, was forced by fdev, so you don't even have to build for defence...
The best cargo also is not insured to be on cargo ships... Fighter builds will carry clean cargo as the normal trade dropped ship...
Don't check every ship and you can miss the good cargo drop for that cycle and thats the issue with RNG ships as delivering trade goods...

I usually pull around 30 MCPH pirating. My method is to prioritize ships carrying less Ltd's than the big type 9s. Diamond backs and cobras carry 15-30 Ltd's. By the time a LTD T9 spawns I've already gathered more cargo from the smaller ships. All this is dependent of course on your ability to quickly loot the cargo and where your hunting grounds are. Pracy needs buffing though. 30 million for top dollar is sad.
 
Just buffing the speed of hatchbreakers would be a nice start. Maybe C1 dumps 1 ton per 'tick', C3 dumps 2, C5 drops 3, and C7 drops 4? It takes AGES to unload a big target, which dramatically slows down the process.
