NPC quick killer

I'm not a stranger to combat but halfway through Master I still feel like I know nothing. I've mainly been at Hi-REZ sites with the help of the local police or battles where I can use other NPC's to gang up on another.

Except now I'd like to get the 'Killed by an ATR' achievement and at the same time get the Bounty achievements (10, 25, 100k) out of the way. What I need is the ability to quick kill some random Clean NPC that I Interdict to raise my Notoriety and Bounty level. Because I knew I'd inevitably be dying in the ship, and didn't want to throw money away, I outfitted an Imperial Courier. My thoughts were I wanted the ability to hit while still being fast enough to run away from standard police while I killed enough NPC to get the attention of the ATR.

I've tried several variations of builds I've seen online and I'm either just that bad, or this ship just isn't enough. I haven't managed to kill a single one before they simply jump back into hyperspace 😖.

I'm CLEARLY doing something wrong as every thread I've read says NPC's are supposed to melt.

Could I get a ship suggestion, as well as a quick-kill build recommendation from someone smarter?

I don't want to build a PVP ship, and I'd prefer to not be spending a tonne of credits (tho, I realize that may be the source of my current dilemma) I'm not planning on making this a practice (apparently 19 kills is enough). I will probably go right back to my Hi-REZ and Thargoid farming.
 
Your going to need to spend credit and engineering materials. If that's an issue then to be frank your not at the point where your really able to do it. Post your current build your using from coriolis and I'll see if we can do anything with it. Having a decent PVE ship on hand even if you don't regularly use it is still a good thing to have.

Here is my PVE ship. Its supposed to be used for bounty hunting but I also regularly take it into high intensity conflict zones.

I'm looking for ship and build suggestions from people who've already gone down this road, so that I don't waste credits trying things that just won't work.
 
Sub system target = Drive...
No Drive = no running away= no hyperspace jump...
If you sub target the FSD they can reboot it then jump. not so with drive/thrusters
If the civi can't run then they DIE...

Fit seeker missiles target drive...
Remove shields then use missiles... then kill.

Well it's like I said my Chieftain build I sent in that link can take a high intensity conflict zone. Idk if you have tried those or not but the ships there are actually engineered so doing normal haz res or high res shouldn't be a problem.

Its a good build that incorporates speed, firepower, and defense. The thermal bi weave shields on paper look terrible at first glance with 450MJ but in reality the thermal resistance plus the augmented shield boosters gives it a very high resistance rating that's the equivalent of almost 1,200. Add to the fact that the shields have a high recharge rate they can almost regenerate faster than most pirate ships can out out. That of course doesn't mean you can sit and tank damage. The true defense of my build is in the maneuverability. It handles almost as well as vulture and with a top speed of +530 if your shields drop it's very easy to retreat to safety to heal. Anything short of a mamba or an imperial courier can't catch you.

Also the armor is over 2,000 and using a lightweight experimental on a reactive surface composite gives it a massive amount of resistance to kinetic and explosives damage (which NPCs typically only use after your shields drop) and you only sacrifice a very minimal amount of speed and agility.

The weapon compliment is pretty standard. I use 1 large and one small beam lasers both efficient engineered with thermal vent. At three pips they can both fire indefinitely and keep your ship cold at the same time and two pips will last about two minutes before the distributor runs dry. The multi cannons are all over charged with one of the small ones having high capacity with corrosive shell. This lowers the hardness of any ships armor and essentially causes a huge increase in damage output that stacks with the overcharged effect.

So this basically highlights my philosophy of my build. Most of it is applicable to other ships as well. Feel free to examine my build in detail and ask if you want me to clarify anything. If you haven't used coriolis before it's a good site to play around with different builds and see what you come up with.
