NPC Showing up as Player?

Was hanging around the CG a few minutes ago and I saw this guy pop up on my radar. Everything about him seemed like the typical NPC except the radar pip for him was hollow. Have any of you encountered this before?

Would be a cool feature to chaff incessant gankers/griefers. Now they need to add names that make it resemble a cmdr...
