NPC spawning out of nowhere inside buildings?

It happenned to me many times already that a random NPC spawned out right in front of me while I entered a new area, more even when getting inside a "restricted zone" ... Which is hindering any kind of mission... it is really annoying. NPC should not be able to just pop out from nowhere around you for a random reason. Teleportation doesn't exist yet in Elite, because otherwise we would not need to land any station, or even use an elevator to go from a landing plateform to the bar... Please fix this with a simple rule, no "new random spawn" under a 200m radius.
 
Never seen that either, but since Update 7 after you land at a settlement there is sometimes a significant delay before the NPCs start moving. Is there a possibility you've been blindsided by a static NPC in a corner?
 
I've never seen that either. Maybe a framerate thing? Are you running a lot? I tend to move pretty conservatively in settlements as I prefer to get in and out unnoticed even for simple fetch missions so I tend to keep my eye on the mini map looking for un-scanned blips, move slowly, and slice the pie any time there is a blind corner. Running only happens if I am in a clear area with nothing to obscure possible targets, when I need to get speed for a distance jump, or when I am forced to flee.
 
I've seen, at times, NPC (the mission barkers) materializing in front of me in space ports but that only happens right after I exit the lift and run. My system is just at the recommended specs for Odyssey but I have really varied frame rates and bad stutters often. I have always attributed materializing NPCs to things loading up really slowly. I've not noticed this in settlements but then again I avoid the more complex (mining) settlements because I can't render them playable.

What I want to know is which of these tw experiences you are having:

1. The NPC literally appears out of nowhere directly in front of your view. Unmistakably ‘appearing from nowhere’ in a spot there was no NPC.

2. You have cleared a base of enemies and stumble across more unexpectedly or additional enemies show up out of nowhere on your radar but appear while not in your line of sight and the settlement is in an alarmed state.

If scenario 2 is what you are experiencing I can tell you there are several hidden security doors all over settlements where additional guards deploy from. I’ve seen them open in front of me before unexpectedly and nearly got wiped because of 6 elites coming out of a small structure that I had no idea housed additional guards.

As such you could kill everyone on the base and trigger the alarm on the last npc before you kill them and suddenly an entire swarm of guards could release on you out of nowhere.

I think these places extra guards deploy from are treated like elevators to subterranean portions of the facility. Don tinfoil now.

Odyssey has monster closets? I had no idea. We need to find and document them. Do you know where the ones you have experienced are?

Yeah, the ones I’ve experienced and witnessed npc’s actually exiting from are those small exterior buildings with unhackable doors sitting around the settlement exterior. They look like they are a large real life office building elevator deep and on the wider side. I’ll try to get a screenshot of some of these ‘monster closets’ tonight.

NPCs will also spawn from elevators / doors inside the buildings in a settlement. Those elevators / doors look like this:

The above is in an Industrial building with two Labs attached to it.
 
As a matter of course, the first thing I do in a settlement is disable the alarms so I've never witnessed these in action. It would be fun to have someone recording one of these doors while someone else causes an alarm to see them in action.

Edit: I also now want to try using the camera suite to see if I can clip through the door and get a look at the other side. Reminds me of the old Doom and Quake days using noclip to go through the walls and see all the monsters just hanging out in their closets waiting to be unleashed.
