NPC surface encouter 2,126 LY from Sol normal?

Hello! I was exploring a metal rich planet OOCHOST LX-C C15-1 with out any features for 1.2% technetium and encountered a ship crash site and nearby sitting asp scout.
Crashed ship had 2 occupied escape pods with I rescued, 2 personal weapons and a canister of narc. Nearby sat Asp Scout with an NPC commander David Davies, Mostly Harmless, of Songbe Silver Ring. His cargo hold is empty.
Songbe is 2,083 LY away, is it normal no have random encouters on planet surfaces that far away from the Bubble?

It happens on occasion, though one doesn't want to provoke him by shooting him. He'll wake up and on a planet, good luck finding a place to run to. Hint: there isn't any.
 
I was almost 10k ly away from the bubble the other day when I found some Alliance ship (can't remember which variety) sitting by some debris and escape pods. I could see his hardpoints deployed which made me a little wary but I still went in for a closer look. I could see an occupied pilot seat so I nodded and moved on. I wanted to grab the escape pods but they were labelled as illegal and I didn't want to anger a guy who was clearly more well armed than I. Also found a crashed Condor and a destroyed SRV on the same planet. Pretty busy place for being so far away.
