NPC traders don't carry system top commodities

Hi all! before start, i just say "sorry" for my poor english, need to improve it

Well, i'm a Pirate, love to interdict transport ship and stole the cargo, i improve my skill in solo and in future wanna come in open for pvp pirate action.
Now i searching for a good system where do pirating using the galaxy map trader route and some tools like truds, i go where the system import or export some value commodities, Gold for an example.

Found the system, found the traders (a lot of traders) no one carry Gold it is normal? it is rare? (i tried with gold, palladium and imperial slave system, nothing found)

I have to do pirate only in open against trade cmdrs for found the valuable goods the system sell\buy?

Another thing, in powerplay "control" system, the only traders flight across the system is a "potence trader" (?) don't carry things but carry the power commodities, always, no found one normal trader in controlled system maybe one after ten ships...
This is good for merit i think, but the controlled system are often a good system for plan a trade route.

I use pc version of elite

Yeah, this is pointed out to FD and I think they are aware about this. I think it will get fixed at some point, hopefully in this space between updates.
