NPC uses wingman game mechanic

Is it possible to program NPCs to use the wingman mechanic on PCs.

Use case 1:
Security forces interdict a PC and discover illegal cargo or passengers. The PC is fined and the NPC puts the PC into a wing formation while communicating that the PC is being escorted to a station where the computer will dock the PC. The illegal cargo is then removed or the illegal passengers are apprehended.

The player can breakout of the wing to flee. Doing so results in pursuit and combat. Also, backup is called.

Deploying hardpoints at anytime results in combat and backup being called.
 
Good idea. It would make sense to be a able to surrender to the authorities, at least in certain situations. It should be costly, but less so than a rebuy.
